PROJECT MANAGEMENT
United Indian Health Services, Inc. Potawot Health Village, Arcata, CA. The Potawot Health Village is a 40-acre health care campus that serves nine local tribes and rancherias located in Humboldt and Del Norte counties. HWR was the lead project management team for the construction of UIHS’s 44,000 square foot health care clinic. Total project cost was $18.5 million. HWR is also currently managing Phase Two, which is the development of an 8,000 square foot childcare center.
United Indian Health Services, Inc. Ku' wah-dah-wilth Restoration, Arcata, CA. Half of the 40-acre Potawot Health Village site has been set aside by UIHS as a conservation easement. The conservation easement serves multiple needs of UIHS staff and clients, including passive recreation and interpretation, food production, a quiet buffer space around the health facility, and a demonstration site for traditional American Indian gathering and land management practices. As part of the service to UIHS, HWR has obtained and continues to manage several federal and non-federal grants and partnerships, including a Natural Resources Conservation Service Wetland Reserve Program grant, a California Waterfowl Association grant, a EPA Wetlands Development and the EPA Pesticide program grant, and partnerships with the Six Rivers National Forest and the local chapters of the California Native Plants Society and the National Audubon Society.
Indian Island Cultural and Environmental Restoration Project (IICERP), Eureka, CA. HWR staff provides project management, design, and fundraising services for the Table Bluff Reservation-Wiyot Tribe in the restoration of a regionally significant sacred site, located on Indian Island, in Humboldt Bay. Cultural restoration, erosion control, and hazardous waste clean up of a large midden and village site that was converted into a ship repair yard, as well as salt marsh enhancement for approximately 60 surrounding acres, are key components of the project.
ENGINEERING, DESIGN AND PLANNING
Cypress Grove Chevre, Arcata, CA. HWR is providing design services for the development of process wastewater pretreatment in order to meet the City of Arcata’s effluent standards.
Clam and Moonstone Beaches Recreational Facilities and Resource Management Master Plan, Humboldt County, CA. HWR is working with Planwest Partners in the development of a Management Plan for Clam and Moonstone Beaches for the County of Humboldt. The planning process involves identifying existing conditions and providing recommendations for better management of the beaches. Public workshops are also incorporated into the planning process to address concerns and help the project team devise a plan that is beneficial for the beaches and its many user groups.
UIHS's Potawot Health Village Conservation Easement Management Plan and Implementation, Arcata, CA. HWR developed easement language and a comprehensive management plan in conjunction with a group of Indian elders, basket makers, dress makers, and herbalists. HWR is provides management services for the continued restoration and use of this easement, which features a mix of native wetland, forest, and grassland habitats, and an organic garden and orchard.
Willits Wastewater Treatment Plant (WWTP) Ultraviolet (UV) Disinfection Technology Assessment, Willits, CA. HWR assessed the efficacy of UV technology for the disinfection of treatment wetland effluent.
Noyo Bluffs Overlook Management Plan, Fort Bragg, CA. HWR is working with Planwest to develop a Management Plan for the newly acquired Noyo Bluffs Area. The plan incorporates a variety of activities and protections that enhance use of the area for viewing, fishing, picnicking, and walking.
Tulalip Tribes Health Facility, Marysville, WA. HWR provided environmental site design and planning services to the Tulalip Tribes in the development of their replacement health care facility. HWR worked with the design team to integrate appropriate stormwater technologies as well as important cultural and environmental elements, ensuring the protection of native plant and fish communities and preserving open space.
UIHS's Potawot Health Village Stormwater and Site Planning, Arcata, CA. HWR Designed innovative stormwater management for the UIHS Potawot Health Village site as well as assisted in the site design that significantly reduced the use of pavement and maximized open space values. Design elements for this project were why HWR received the 1999 Corporate Award from the Ecological Society of America as well as the Design Award for Planning from the City of Arcata in 2003.
South Bay Union School District Educational Wetland, Eureka, CA. HWR provided site planning, design and construction oversight services for a wetland restoration project to be used as an outdoor education and interpretation site.
California Rural Indian Health Board (CRIHB), Smith River, CA. HWR worked on a drainage plan for the sub-basin with recommendations for improving drainage at the UIHS Head-Start Facility at the Smith River Rancheria.
Community Wastewater Treatment Alternatives Assessment, Ferndale, CA. Staff conducted preliminary site evaluations and provided recommendations to this community that is considering constructed wetlands for expansion and/or renovation of their existing treatment facility.
Garberville Municipal Wastewater Marsh Treatment Pre-Feasibility Study, Garberville, CA. HWR conducted a feasibility study for the community of Garberville, which is considering creation of a constructed wetland for tertiary treatment of municipal wastewater.
Marsh Commons Co-Housing Project, Arcata, CA. HWR designed an innovative drainage plan that integrates native landscape with community outdoor areas and links site hydrology to an adjacent stormwater wetland.
Aldergrove Wetland, Grotzman Creek Daylighting and Off-Channel Detention Wetland and South G Street Stormwater Wetland Marsh, City of Arcata, CA. HWR staff provided design and construction oversight of wetland and creek restoration and accompanying interpretive signage.
ENVIRONMENTAL REVIEW AND PROCESS
Samoa Town Master Plan Environmental Impact Report, Samoa, CA. HWR is working with Planwest Partners in the preparation of an EIR for the proposed Samoa Town Master Plan. HWR is specifically evaluating public facilities and services, and hydrology, drainage, and water quality for the EIR.
Foster Avenue LLC Development, HWR is working with Planwest Partners in the preparation of an EIR for the proposed Foster Avenue LLC Development. HWR is specifically evaluating hydrology, drainage, and water quality for the EIR.
Rohnerville Rancheria Water Quality Program, Loleta, CA. HWR is working with Tribal EPA staff to investigate baseline conditions and make recommendations for the establishment of Tribal water quality standards. HWR is also drafting a comprehensive Quality Assurance Program Plan (QAPP) as well as the tribe's first 305(b) Water Quality Assessment Report. HWR is also helping to organize watershed education program for tribal youth.
Willits Wastewater Treatment Plant (WWTP) Environmental Impact Statement, Willits, CA. HWR is developing Hydrology, Hazards, and Water Quality sections of the EIR for the WWTP, a major component of which is constructed treatment and enhancement wetlands.
Janes Creek Meadows Environmental Impact Report, Arcata, CA. HWR provided hydrological and environmental analysis of the potential impact of a 20-acre subdivision containing significant and complicated wetland and waterway issues. This project required a detailed review and analysis of FEMA, state and city General Plan ordinances and policies.
Mendocino County Local Coastal Program General Plan Update, Mendocino County, CA. HWR worked with Planwest, of Arcata, CA, to develop comprehensive water quality policies to address planning needs related to new development, marinas, roads, forestry and gravel mining.
Yurok Tribe Water Quality Needs Assessment, Klamath, CA. The Yurok Tribe, which is numerically the largest tribe in California, is in the process of establishing a Tribal water quality program. HWR worked with Tribal EPA staff to investigate baseline conditions and make recommendations for the establishment of Tribal water quality standards. HWR also drafted a comprehensive Quality Assurance Program Plan (QAPP) as well as the Tribe's first 305(b) Water Quality Assessment Report, both of which have been approved by the EPA.
McGarvey Creek, Tectah Creek and Ah Pah Creek Watershed Restoration, Klamath, CA. HWR worked with the Yurok Tribal Fisheries Program to complete analysis and reporting phase of a comprehensive watershed restoration effort by the Tribe. This included extensive road inventory and decommissioning as well as stream restoration activities.
COURSES AND TRAININGS
Short Course on Constructed Wetlands for Water Quality Improvement
Humboldt State University Environmental Engineering Department, Arcata, CA. HWR has been instrumental in planning and orchestrating this annual four-day course on the use and design of free surface constructed wetlands for water quality improvement. The course is intended for design engineers and wetland scientists who are interested or involved in the planning, designing, and management of wetlands for wastewater treatment and pollution abatement.
USDA-NRCS Wetland Restoration Training
In keeping with the goals of restoration and education, in conjunction with the USDA-Natural Resource Conservation Service HWR designed and implemented a free three-day classroom and planting training to educate and demonstrate wetland principles and practices.
