Thank you all for your interest, to answer your questions the tile was put on old plywood after old flooring was removed, this area is over our basement . Moisture does not seem to be a problem. The glue is dark brown and slightly tacky it appears primarily in heavy traffic areas. Judging by the quality of other work the glue was probably slopped on. Is there any way to seal it in? Thank you all again.
