Lane,
As far as temperature for painting follow the manufacturers directions for apllication and ventilation.

Panda makes a solvent free liquid chemical product called Fas-Strip (the link is attached)that leaves no adhesive residue on the substrate. It will save you a lot of back breaking work, and it's very simple to use.

There are also new carpet backings on the market that do not allow moisture to pass through to the substrate. One in particular is called Pet-Agree, www.pet-agree.com, designed for areas with pet problems. Aquabac is another but it is usually found on commercial carpet.

I believe Pet-agree can be installed using the stretch-in method. But I am not 100 percent sure.
