It really depends on the paint.

For a latex paint I would use soapy water (dishwashing liquid) and a plastic scrub brush. this should be the easiest type of paint to remove.

For enamel paint I would use mineral spirits spinkled with water (slows evaporation) and a plastic scrub brush. Afterwards, clean with soapy water and rinse.

The cutting edge of a plastic butter knife can be used to scrape any difficult to penetrate thick spots.

Avoid using acids, powdered cleansers like Comet, or detergents that contain phosphates.
