floor prep for SHEET GOODS & good sources for vinyl

Hello,

It looks like we may be having sheet goods installed in our kitchen because we can't find a vinyl tile we want.
If we install the vinyl right over the existing sheet flooring, is the prep a DIY job?
I read that we should apply embossing filler & then sand it smooth. Is this a huge mess, like drywall mud? Do you rent a big floor sander or just use a palm sander?

Money is an issue so we'd like to do what we can ourselves. We'd have a pro lay the floor, though.

Also, any ideas about good sources for sheet vinyl that is high-quality but low prices? Our kitchen floor takes a serious beating.
