I have to take up the carpet and scrape the padding but then how do I clean off the black glue which is on the cement? How clean do I have to get it? Do I need to check for leaks in the cement or will laying the plastic under the floor take care of that? I just want to be sure the floor is well prepared before I do anything. All advice is appreciated.
