: Why at the installers expense? Who told him to go over the old vinyl? Why was the job undersold as to make the installer eat it. Who ever specified the materials to be used from the retail store is the one that needed to eat it. The installer only installs what he is sent out to do. They in no way fund any part of the job, went they are installing on a retailers behalf.
