Best go to your nearest Rent All store and rent a floor sander, like the ones they use for hardwood. You can also use the floor edger which would be cheaper to rent and cheaper for the sandpaper, but its harder on the back. It still takes a bit of time and patience but its really the best way to get it all off clean.

: We just bought an old house with old carpet in the kitchen which we'd like to remove and replace with Armstrong tile. Underneath the carpet is another, thin, carpet with its own foam backing which is either glued to the concrete underneath or has become "glued" after many years.
: What's the best way to remove the backing from the concrete? My local equipment rental center says a tile stripper can do it.
: Also, if I can't remove it all, can I lay a subfloor on what's left of it or does it need to be totally flat first? ALthough I want to avoid putting a subfloor because the house is 200+ years old so the cellings are only 6'3" and a subfloor would reduce that clearance further.
